CALL MEETING TO ORDER AND PLEDGE OF ALLEGIANCE

The Transportation Policy Board (TPB) will allow speakers from the audience to comment on any transportation related issue that is not on the agenda. During the course of the meeting, audience members will be given an opportunity to discuss each item in the order in which it appears on the agenda, after the Board has discussed the item. Program (UPWP) to program $500,000 of Category 12/Congestion Mitigation and Air Quality (CMAQ) funds for the El Paso County Regional Transit Feasibility Study under Task 5 Special Studies as subtask 5.2.

4. Approve the recommendation from the Transportation Project Advisory.......................... TPAC Chairperson

Committee (TPAC) to amend the Horizon 2040 Metropolitan Transportation Plan (MTP) and the Horizon 2015-2018 Transportation Improvement Program (TIP) to reprogram the following projects from Fiscal Year (FY) 2015 to FY 2016:

a. Bluetooth Wait Systems at Paso Del Norte (PDN) Port of Entry (POE), MPO ID# C030X/CSJ 0924-06-459, using $120,000 of Congestion Mitigation and Air Quality (CMAQ) funds.

b. Bluetooth Wait Systems at Stanton POE, MPO ID# C031X/CSJ 0924-06-458, using $120,000 of CMAQ funds.

5. Approve the recommendation from TPAC to approve the December ………………………………………………………TPAC Chairperson

2015 Project Readiness Report (PRR) to include project amendments for the Horizon 2040 MTP and the Horizon 2015-2018 TIP.

a. Reprogram the Eastlake Safe Routes to School Project,...…………………………………………..................…Town of Horizon City

MPO ID# E402X/CSJ 0924-06-514, from FY 2016 to FY 2017 using $1,056,898 of Category 9/Transportation Alternatives Program (TAP) funds and $85,000 of Category 3/Local Contribution.

b. Deprogram the Vanpool FY 2016 project, MPO ID# T078X……………………………..………………………….…County of El Paso

CSJ 0924-06-485 using $600,000 of Category 5/CMAQ funds in FY 2016 as requested by the County of El Paso.

c. Deprogram the Edgemere/RC Poe Road Roundabout, MPO……..…………….…………………………………….…..City of El Paso ID# P458X/CSJ 0924-06-505, using $900,000 of Category 5/CMAQ funds in FY 2017.

6. Approve the recommendation from TPAC to amend the Horizon ………..…………………………..…….…….…….…TPAC Chairperson

2040 MTP, and the Horizon 2015-2018 TIP to program the Zaragoza Port of Entry (POE), Pan American Drive and Winn Road Project, MPO ID# A524X-PE-2/CSJ 0924-06-418, with additional Preliminary Engineering (PE) funds in FY 2016 using $269,252 of Category 10/Coordinated Border Infrastructure (CBI), $214,930 of Category 12/CMAQ and $425,701 of Category 12/Surface Transportation Program (STP). This brings the total PE to $1,809,883.
