During the course of the meeting, audience members will be given an opportunity to discuss each item in the order in which it appears on the agenda, after the Board has discussed the item. Committee (TPAC) to amend the Horizon 2040 Metropolitan Transportation Plan (MTP) and the Horizon 2015-2018 Transportation Improvement Program (TIP) to:

a. Program the IH-10 Mesa Park Interchange and Frontage Roads project to build I-10 Frontage Roads and overpass at Mesa Park

from Mesa Park Interchange to Executive Center Interchange (MPO ID# I011B-CAP /CSJ 2121-02-150) in FY 2017, using

$3,890,000 of Category 12, $8,216,000 of Category 2/Proposition (Prop) 1 (MPO allocation), $3,829,000 of Category 4/Prop 1 (El

Paso District Connectivity allocation), $2,803,957 of Category 2/Metro Mobility (MM), and $4,261,043 of Category 7/Surface

Transportation Program-MM (STP-MM) funds (these funds will be transferred from FY 2016 to FY 2017), for a total of $23,000,000.

b. Program the US 54 Patriot Freeway Widening to widen to 6 lanes (by adding 2 inside lanes) from Hondo Pass to Loop 375 (Trans

Mountain) project (MPO ID# F054X-CAP / CSJ 0167-01-095), in FY 2017, using $5,100,000 of STP-MM funds and $10,000,000 of

Congestion Mitigation and Air Quality (CMAQ) to STP-Flex funds, for a total of $15,100,000.

c. Program the US 54 Patriot Freeway Operational Improvements project (MPO ID# F055X/CSJ 0167-01-098) for operation improvements to intersections and ramp reversals from Hondo Pass Avenue to Loop 375 (Trans Mountain) in FY 2017 using $10,000,000 Category 11/Rider 11 funds and $11,000,000 of Category 7/STP-MM funds for a total of $21,000,000.

d. Program the Bike Share Program Phase 2 project (MPO ID# M078B) using $355,000 of Category 7/STP-MM funds and $229,000 of Local Contribution for a total of $584,000 in FY 2016.

6. Approve the recommendations from the Transportation Project Advisory......................... TPAC Chairperson

Committee (TPAC) to award FY 2015 Federal Transit Administration (FTA) 5310 Urbanized Area Grant funds in FY 2016 of the Horizon 2040 MTP and the Horizon 2015-2018 TIP:

a. New Mexico(NM) South Central Regional Transit District (SCRTD) in the amount of $52,000 for capital for an Americans with

Disability Act (ADA) compliant bus and $57,044 in operational funding for a new flex-route for an award total of $109,044.

b. City of Socorro in the amount of $52,220 for capital funding for an ADA compliant mini-van.

c. Project Amistad in the amount of $212,500 for capital to replace ADA compliant vehicles and add ADA compliant vehicles to fleet

and $105,065 for operational funding to continue existing 5310 programs for an award total of $317,565

7. Approve TPAC’s recommendation to allow Project Amistad to request............................. TPAC Chairperson

Transportation Development Credits (TDC) to cover Capital Local Match of $37,500 for FY 2015 5310 Urbanized Area Grant award, in FY 2016.

8. Approve TPAC’s project recommendations to amend the Horizon.................................... TPAC Chairperson

2040 MTP and the 2017-2020 TIP.
