The Transportation Policy Board (TPB) will allow speakers from the audience to comment on any transportation related issue that is not on the agenda. During the course of the meeting, audience members will be given an opportunity to discuss each item in the order in which it appears on the agenda, after the Board has discussed the item. The TPB retains the option to set reasonable limits on the number, frequency, and length of presentations. 4. Amend the Horizon 2040 Metropolitan Transportation Plan (MTP), Horizon …………………...…………..…………………….TPAC Chair

2013-2016 Transportation Improvement Program (TIP) to move from FY 2015 to FY 2014 and deprogram from (Fiscal Year) FY 2015 in the Horizon 2015-2018 TIP the I-10 at Loop 375 (Americas Avenue) Direct Connector Northbound to Eastbound and Southbound to Eastbound project using $22.5 Million of Category 3/Local and $4 Million of City of El Paso TRZ funds, and change to $35.5 Million of Category 3/Proposition 14 funds, in FY 2014.

5. Amend the Horizon 2040 MTP to move from FY 2020 into FY 2015 of ..……..………………………………………………….TPAC Chair

Horizon 2040 MTP, Horizon 2013-2016 TIP and the Horizon 2015-2018 TIP for The El Paso Street Car Project, “previously known as the Oregon Street Car Project in the Horizon documents”, on Oregon Street and Stanton Street to use State of Texas funds in the amount of $97 Million, to Design/Construct/Procure Roadway/Pedestrian/Other Elements Required for the El Paso Street Car Project, including Vehicles, in FY 2015.

6. Amend the Horizon 2040 MTP, the Horizon 2013-2016 TIP and the …………………………………………………………….. TPAC Chair

Horizon 2015-2018 TIP for Old Hueco Tanks Road project to replace $9.1 Million of Category 3/City of Socorro Transportation Reinvestment Zone (TRZ) funds with $9.1 Million of Category 12 funds and keep $2.9 Million Category 3/County of El Paso TRZ funds for a total of $12 Million, in FY 2016.

7. Amend the 2040 Horizon MTP and the Horizon 2013-2016 TIP to deprogram............................ TPAC Chair

City of El Paso FY 2014 projects that will not let in FY2014 and reprogram in FY 2019 of the Horizon 2040 MTP:

a. Bicycle Infrastructure Citywide, using $2,000,000 of Category 7/Surface Transportation Program (STP) funds;

b. Paso Del Norte (PDN) POE Roundabout, using $860,000 of Category 5/CMAQ funds;

c. Railroad Crossing Improvements – Quiet Zones, using $2,000,000 of Category 12/CMAQ funds;

d. Zaragoza POE Passenger and Ready Lane, using $300,000 of Category 5/CMAQ funds.

8. Amend the Horizon 2040 MTP and the Horizon 2013-2016 TIP................................................... TPAC Chair

Federal Transit Administration (FTA) 5310 El Paso Urbanized Area funds as follows:

a. For FY 2013 from $567,210 to $596,870 and FY2014 from $0 to $ 601,437 and program the following projects:

b. Project Amistad in the amount of $155,000 of FTA 5310 funds and $38,750 Local Match using Transportation Developer Credits

(TDC) in FY 2013;

c. City of Socorro Nutrition Center in the amount of $60,000 of FTA 5310 funds, and $15,000 Local Match using TDC in FY 2013.
