2020 PUBLIC PARTICIPATION PLAN
The El Paso Metropolitan Planning Organization (EPMPO) is amending its Public Participation Plan, which outlines the strategies and activities used to engage the public in the transportation planning and decision-making process. The amended draft document will be available for a 45-day consultation and public comments period which begins July 19, 2020 and will close at 5:00 pm on September 2, 2020. A virtual public meeting will be conducted for discussion on the plan and for recording comments and ideas for improvement on August 19, 2020 from 5:30-7:00 PM MST. The document will be available on-line at the El Paso MPO’s website (Click here) and at the virtual public session.

The public is needed to help decide how billions of dollars’ are spent on transportation improvements in the El Paso border region over the next 27 years.

THE EL PASO METROPOLITAN PLANNING ORGANIZATION (EPMPO) IS CONDUCTING PUBLIC REVIEW AND COMMENT PERIOD TO RECEIVE COMMENTS FOR THE AMENDED DESTINO 2045 METROPOLITAN TRANSPORTATION PLAN (MTP), DESTINO 2021-2024 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND TRANSPORTATION CONFORMITY REPORT.
Pursuant to recent actions taken by Texas Governor Greg Abbot that suspend certain open meeting requirements, and the Governor’s Executive Order No. GA-08 ordering that all Texans shall avoid gathering in groups of 10 or more people, as well as similar directives issued by the Centers for Disease Control and Prevention (CDC), and President Donald J. Trump, the EPMPO Transportation Policy Board meeting scheduled for March 27, 2020 will be conducted telephonically and by video conference.

The Unified Planning Work Program (UPWP) is a two-year transportation planning work program detailing transportation planning, programs and activities to be performed in the MPO region for the period of October 1, 2019 to September 30, 2021. Work programs in the UPWP also fulfill Sun Metro’s Federal Transit Administration (FTA) 5307 Program requirements.
This document is presented for a 30-day public review and comment period from June 19 through July 19, 2019.
A public session will be held at the El Paso MPO office, located at, 211 N. Florence, Suite 103, El Paso, TX 79901 on July 2 (5:30 to 7 pm).

The Program Management Plan (PMP) describes the El Paso MPO’s (EPMPO) process for managing the FTA 5310 program and the roles and responsibilities of both the EPMPO, as direct recipient of the funds, and the sub-recipients, or awardees, of the grant.
This document is presented for a 30-day public review and comment period from April 30 through May 29, 2019 at 5:00 pm.

Public comments for the Transportation Conformity report for the Sunland Park, New Mexico ozone non-attainment area with in the El Paso MPO region.
At the January 25, 2019 TPB meeting the Transportation Conformity Report will be presented for recommendation to submit to the Consultation Partners for a conformity review and determination.
Administrative Amendment to the Program Management Plan is open for review and comment. The document will be presented to the Transportation Policy Board on August 17, 2018.
